Abstract: This paper conducts an in-depth study on the integration of secondary vocational education and community education during the reform and development of vocational education. Through systematic analysis of the theoretical connotations of their integration, it reveals current issues such as cognitive biases in perception, insufficient resource integration, and lack of collaborative mechanisms during the merging process. Targeted optimization strategies are proposed, including updating integration concepts, strengthening resource integration, and improving collaborative mechanisms. The aim is to provide theoretical references for promoting deep integration between secondary vocational education and community education, thereby supporting the achievement of vocational education reform and development goals, enhancing the quality of community education, and fostering the construction of a learning society.

Keywords: secondary vocational education; vocational education reform; community education; educational integration; collaborative development
