摘要：本文从产业升级、南南合作与可持续发展三个视角，系统评述了全球南方国家的体育政策演进与实践。研究发现，全球南方国家体育政策呈现出从“金牌优先”向“产业驱动”与“社会融合”转型的共同趋势，具有商业化导向（Commercialization）、合作性加强（Cooperation）、社区关注（Community-focus）和环保意识（Climate-awareness）的“4C”特征。全球南方国家在体育治理上仍面临政策碎片化、执行力薄弱、财政资源不平衡等关键挑战。研究认为，未来全球南方国家在强化区域合作机制与提升全球南方体育话语权等领域具有广阔发展空间。
